The Government made a change in the leadership of the National Communications Agency (ENACOM): it accepted Juan Martín Ozores’s resignation and appointed engineer Andrés Michelazzo as the new administrator. The measure was established by Decree 1149/2026, signed by President Javier Milei and Chief of Cabinet Diego Santilli, and published on October 6, 2026.
What the decree establishes
Ozores’s resignation took effect on October 5, and Michelazzo’s appointment took effect on October 6. The new administrator was appointed with the rank and authority of a secretary through January 4, 2027. The change in leadership therefore does not alter the current term of the intervention.
The decree does not state the reasons for Ozores’s departure. According to coverage by El Litoral, the measure also appointed Patricia Zulema Roldan and Alejandro Pereyra as deputy administrators.
The agency’s intervention continues
Ozores took office in January 2024, when the Government placed ENACOM under intervention to reorganize its operations. The current extension prolonged this arrangement through January 4, 2027. Tasks identified in previous extensions include reviews of procedures and regulations, changes to the agency’s structure, and work related to the radio spectrum and the regulation of communications services.
ENACOM has regulatory responsibilities across various areas of communications in Argentina, including telecommunications, audiovisual services, and the use of the spectrum. The continuation of the intervention therefore maintains the institutional framework under which these functions are carried out until the date set by the Executive, unless a new provision is issued.
Michelazzo’s background and reports about the change
Michelazzo is an engineer with experience in telecommunications, in both private companies and public-sector settings. According to background information reported by the media, his career includes positions at Telecom, Internexa, and the Córdoba Connectivity Agency, as well as consulting work related to networks, connectivity, and wholesale services.
Some news reports interpreted the appointment as part of an internal dispute over the area’s political leadership and pointed to greater influence for Santilli and Karina Milei compared with the faction associated with Santiago Caputo. This interpretation does not appear as an official reason in Decree 1149/2026: it should be understood as a journalistic interpretation, not as an explanation confirmed by the measure.
For companies in the sector, the change alters who is in charge of the agency, but does not in itself announce a change to the rules or to the intervention period. Any regulatory change should be assessed based on the official provisions published subsequently.
