PP proposes renewing infrastructure and fleets if it comes to power

Alberto Nadal announced at a Faconauto event a plan contingent on a future election victory, involving public-private collaboration, the renewal of industrial vehicles and investment incentives. These are proposals, not approved measures.

The PP’s Deputy Secretary for the Economy and Sustainable Development, Alberto Nadal, announced that a potential government headed by Alberto Núñez Feijóo would promote a plan to renew Spain’s infrastructure, including its road network. The proposal was presented on October 7 at Faconauto’s 5th Industrial Vehicle Observatory and is contingent on the PP coming to power: it is neither an approved program nor a set of measures currently in force.

Nadal proposed relying on public-private collaboration to finance the works. As he explained, the required volume of investment could not be funded through a massive issuance of public debt. The party official linked the renewal of the network to a broader economic program aimed, according to the PP, at boosting productivity and efficiency.

Renewal of industrial vehicles and investment incentives

The announcement included a plan to rejuvenate the industrial vehicle fleet. Nadal put the average age of Spain’s fleet at around 15 years and argued that renewing it could improve efficiency and safety and reduce its impact on roads. He also maintained that the renewal component should not be limited to electric vehicles.

As a possible stimulus for new business investment, the PP would consider tax measures such as freedom of depreciation. Nadal argued that investment contributing to improved productivity should receive favorable tax treatment, but he did not detail the design, timetable or scope of the incentives.

Energy and technological transition

Nadal described an energy policy whose aim, as he explained it, would be to reduce the cost of electricity for households and businesses. Among the priorities he attributed to the PP, he mentioned investing in electricity grids to facilitate the integration of renewables and keeping nuclear power plants in operation.

On decarbonization, he defended technological neutrality and emissions reductions that, in his view, should proceed at the pace allowed by technology, infrastructure and demand, at the lowest possible cost. He also maintained that electrification would not be a sufficient solution for all heavy transport uses. These statements express the position of the PP official; no detailed technical plan was presented at the event to make it possible to assess how these proposals would be implemented.

The announced package therefore brings together lines of action on infrastructure, fleets, taxation and energy. Its financing conditions, implementation criteria and specific measures would remain to be developed if the PP formed a government.
