MSC Raises Planned Investment in Valencia North Terminal to €1.656 Billion

In July 2026, Valencia North Terminal presented an updated construction project that raises planned private investment from the €1,011.42 million in the initial proposal. The APV approved partial adjustments to the concession and construction milestones, without changing the planned overall deadline for the quay: August 2029.

Private investment rises by around 64%

Valencia North Terminal (VNT), the concession-holding company linked to Terminal Investment Limited (TIL), a subsidiary of the MSC Group, presented an updated construction project in July 2026 for the future North Terminal of the Port of Valencia. Planned private investment now amounts to €1,656 million, compared with the €1,011.42 million included in the initial proposal in 2019: an increase of around €645 million, equivalent to approximately 64%.

The Port Authority of Valencia (APV) did not approve the construction project itself. After it was presented, its Board of Directors agreed to changes to the concession and to certain deadlines for the quay works, with the aim of coordinating construction of the terminal with the availability of the land and progress on the port infrastructure.

Partial suspension of the concession

The measure affects only the areas that are not yet available for VNT to develop the terminal. According to the APV, the complexity and sequence of the works determine when those plots can be handed over and prevent the orderly commencement of private works across the entire planned area. The plots already handed over are not affected by the suspension.

The adjustment does not change the duration of the concession and does not constitute an additional extension. Published reports put the concession period granted to TIL in 2024 at 50 years. The suspension is therefore partial and is linked to the effective availability of the areas as work on the northern expansion progresses.

Two milestones change, but August 2029 remains the deadline

The APV also amended two partial deadlines in the contract for construction of the container quay. The authority attributed the changes to incidents during the works—including those resulting from the DANA weather event—other technical constraints, and the need to assess solutions in light of VNT’s updated project.

The first milestone, covering 50 consolidated hectares and 500 metres of quay-edge beam, is extended by nine months, to July 17, 2027. The second, concerning 1,500 metres of quay and an adjacent area of 99 consolidated hectares, is extended by eight months, to July 17, 2028.

These changes affect interim dates, not the overall deadline for the public works: the APV is maintaining the 58-month construction period and the planned completion date of August 2029. That date applies to the quay works as a whole; it does not, in itself, amount to a confirmed date for the terminal to enter service.

Two distinct investment components

The €1,656 million corresponds to the planned private investment to build, equip and operate the terminal. In addition, there is public investment in the port infrastructure that supports it, estimated in available reports at around €660 million. These are separate items and should not be confused with a single business budget.

The future facility will be located in the northern expansion of the port and is designed for a capacity of up to five million containers, typically measured in TEUs. The APV is carrying out the quay’s basic infrastructure works; VNT, in turn, is the concessionaire responsible for developing and operating the terminal in accordance with its concession. Coordination between these two phases is key to the schedule: the availability of the land determines when the private works can progress.
